J. Bert Lott is Professor of Greek and Roman Studies at Vassar College. He is the author of The Neighborhoods of Augustan Rome (Cambridge University Press, 2004) and has been teaching epigraphy to undergraduates for over ten years.

The Role of Neighborhoods (Vici) and Rome's Lower Classes in Augustan Urban Reforms.

In "The Neighborhoods of Augustan Rome", John Bert Lott examines the role of neighborhoods (vici) in Augustus' program of urban renewal and political domination. Twenty years after he established the Principate, around 7 CE, Augustus redistricted Rome into 14 regions, each with its own administration of magistri vici, who would be responsible for their neighborhoods' fire brigades, police, food and water distribution, and census. Augustus presented the vici with valuable gifts, created a means for officers to gain status, lent the Lares Augusti to the Compitalia, and thereby vertically integrated the vici into the Principate. This compartmentalized and co-opted parties that could potentially cause civil unrest like that of the late Republic while pacifying plebs and depriving the aristocracy of means to gain power.

Pretty clever. Focusing on the vici also provides insight into the city's lower classes of slaves, freedmen, and free-born, how Augustus' reforms affected them and how they participated in his dynastic ambitions. And it is a study in the political implications of city planning. But Lott begins by comparing our modern concept of "neighborhoods" to those of ancient Rome before turning to the role of the vici in Republican Rome. Augustus did not create the vici anew by any means, but adapted a system of neighborhoods that had reputedly existed in some form since Rome's founding. He examines the transition from Republican to Augustan neighborhoods and the Augustan vici as part of ongoing reforms to the city's administration.

After discussing the creation, organization, and function of the vici, Lott addresses their physical characteristics with analyses of layout, monuments, and compital dedications, focusing on two neighborhoods for which there is abundant physical evidence. The Appendix offers more evidence for the vici that the reader can consult whenever Lott refers to an inscription: 40 pages of compital dedications and other relevant monuments, with brief commentary for each. I have only an amateur's interest in Rome, and "The Neighborhoods of Augustan Rome" was clearly written for scholars. It is arcane at times. But I was fascinated by the ingenious methods by which Augustus made a potential thorn in his side (Rome's lower classes) into an integral part of his political structure -and made them happy about it too.
